Xochical

Tube district, a series of pneumatic tubes were funded for the district as a way to test viability for others, it eventually led to a tube oligarchy recreating the railroad boom conditions and never spread to the other districts. The entire city is traversable (and sometimes only traversable) by tubes. These tubes have managed to be integrated in small scale in some areas but never like this again.
